Why does Kevin Spacey's accent in House of Cards sound so 'weird'?

Linguists have tried to explain just how he came up with that accent.

KEVIN SPACEY IS a revelation as Frank Underwood on House of Cards – and the slow Southern drawl Spacey adopts is integral to his menacing, power-hungry character.

So why does it sound so weird? Well, according to Vox, it’s because Spacey is using several different features that make Underwood’s voice sound both familiar and completely peculiar at the same time.
